The author of the piece was Boris Karaglitsky, who according to Wikipedia is "a Russian Marxist theoretician and sociologist who has been a political dissident in the Soviet Union."
I check in with PowerLine mainly to see to whom they are linking. I think I can safely say that they are EXTREMELY slow learners. The Eurasian powers will be dominant, the US will be a debt vassal state, the right will have defeated the left in a civil war--and PowerLine will still be linking to NRO, ISW, and wondering how "Minnesota nice" people ended up on the wrong side of the border wall that pens in the CWII losers.
