Of course, this depends on how much emphasis is put on the word "rely". In fact, Iran had demonstrated months ago in its demonstration attacks that it had ballistics that could blow through any AD systems. It chose for its own reasons--conserving supplies?--in full war mode to mostly use older model ballistics that had been modified in ways that made them somewhat vulnerable to AD. Many of those got through anyway.
The use of ballistics was crucial because of their heavier payloads that could penetrate more deeply and cause far more destruction than lighter non-ballistic cruise missiles and drones are able to do. It was probably the knowledge that Iran's most advanced missiles--missiles that were not design compromises based on old Soviet designs--were still unused that caused USrael to sue for a ceasefire.
Geography is also a factor. Not only does Russia have greater industrial capacity by far than Ukraine, but that capacity can be dispersed over vast distances. The same factor plays a role with Israel - Iran. Iran is able to fairly easily disperse and relocate both launch as well as manufacturing resources in ways that Israel cannot. Israel's resupply from the West is also vulnerable--limited and vulnerable airports and seaports.
