Inconsistent is one way to put it. I think he is reactive to the potential for flak so he is malleable in his opinions. His inconsistency reads to me like he lacks the courage to buck the pressure. Republicans may be disappointed in a decision, but they generally don't threaten your life like Democrats do.
He's cautious, and an incrementalist, in my opinion. He oftentimes disappoints me, but sometimes he is quietly laying the groundwork to get to where I want him to go, just not at my pace.

The more that restorative solutions are talked about publicly, the more the general public will think about solving the problems of corruption and contribute to good outcomes by their own follow-through actions and speech. It would lessen anxiety, too.
