Unless a person is determined to be a threat to himself or others, they cannot be committed for more than (I believe) 72 hours observation in California. Long term commitments used to occur for the benefit of the committor. Perfectly sane people locked away for years. Cancelled for being inconvenient to someone.

We don’t know if the hospitalization at age 16 was for this kind of observation or for something more.

I once was a member of an auxiliary to a residential care facility for mentally disturbed (not retarded) children in Seattle. The youngest at the time was three years old.
