Back in the 1980's, the Reagan administration, not staffed completely by Mensa attendees, figured out that producing a lot of oil and crashing its price was a great way to hurt Russia.
All oil ain't equal--different grades. Our oil isn't the kind that fuels transport. That kind comes from heavy oils from Venezuela and Russia. We refine much of our oil into types of fuel that are suitable for lighter uses.

That would require America exporting a lot. They'll probably go with option 2, attempt to take Russia's oil and gas.
