If you think about it, it seems clear that the Rules-Based Order has preempted the US Constitution, for purposes of foreign policy. But, in a global world economy, it becomes increasingly difficult to separate foreign and domestic policy. Thus we see the push to bind the US to foreign treaties and agreements without going through the treaty ratification process as envisioned in the Constitution. Many of those agreements have an effect on domestic policy that should normally be decided by Congress. I'm listening to the Richard Black interview while writing. I was struck by his mention that the US military actually invaded Syria, a sovereign country. We seized the wheat growing and oil producing regions--all in complete contravention of International Law--but not in contravention of the Rules-Based Order.
