Romney could never win the GOP nomination...at least not in the Red State where I live. Primaries are disproportionately participated in by hard core believers...the so-called base. Where I live the GOP base despises Romney. He would get more votes here in a general election (from moderate GOPers, Soccer Moms, RINOs, independents and Dems) than he could ever get in a GOP primary.
Manchin would get nowhere in the Dem primaries, and an independent run is only going to hurt Biden or whoever the Dem nominee is, so Manchin would get no funding from any big Dem donors.
The NYPost article cites Manchin's ties to No Labels, a dark money outfit tied to Little Mikey Bloomberg and such like. That looks like a losing proposition. Lots of money, but we saw how far Bloomberg got. Manchin's not Bloomberg, but he'd have to show some more attractive backing than that.
Word is that it’s a a Romney-Manchin 2024 play. 2024 is shaping up to be disastrous. Lots of opportunity for mischief and mayhem.

That is a really hard choice.

I think Manchin is looking for a Grift before he retires to be a DC Lobbyist Extraordinnaire.
Interesting that I just saw a story the other day that dimon is selling 140mm of his JP Morgan stock.

If he's 'allowed' to run, I think Trump would destroy Manchin head-to-head.
