Air defense artillery is prone to error and mishap. I seem to recall we shot down a British Tornado fighter during one of the Gulf Wars. The invasion of Sicily in 1943 saw the worst friendly fire incident in US military history, when naval gunners opened fire on transport planes bringing in the 82nd Airborne. I believe there were three or four digits worth of dead paratroopers out of that one.
Since there's a lot of overlap between what the Russians and the Ukrainians use, I take no position on who did this, but I'm sure it was unintentional. The obvious conclusion is that it would be a really good idea to end the war. At least no one died. This time.
EDIT: Ok, so two died. Well, it could have been worse, and if this keeps up eventually it will be.
