The Federal cycle is 11/01/xxxx-10/31/xxxx and if you have any money left and want a promotion you spend it as fast as you can no matter what the cost, the goal is $0 at 10/31. I suspect yo know that Ray given the size of the sub-contractor base of Calif, especially SoCal. I spent plenty of time with all the sub-caks around LAX.
