"The declaration enabled for the emergency authorization of COVID-19 vaccines, testing, and treatments." Although enabling election shenanigans is vitally important, my guess is continued immunity for those who produce and deliver EUA shots into arms is the prime directive.
Biden is visiting my state this weekend. His first stop to shore up support for Tina Kotek was at the SEIU building in southeast Portland last night. Not sure of his peregrinations today...
Everybody is "fed up" with crime and homeless camps and dysfunctional schools and lately, inflation, but nobody is fed up enough to undo mail-in voting to ensure a Republican (or Independent) can be elected to counter the power of the public employee unions in this state.
So we are the shining city on a hill for the integrity of mail-in voting and its propagation throughout the land, sorry.

Basically if the ballots are not tested, they may not work and get rejected. Then in adjudication the results are massaged for the right candidate.
