Who knows, but they way the human trafficking at the border is being outright ignored, and the recent changes to eliminate checks for familial relationships of the "families" who are crossing are horrific develops.
Reminds me of Pay and Chase. It's easier for bureaucrats to Pay out money and then, only if they happen to find out the recipient did not qualify for the money, put the recipient's name of a list of people to Chase down (except that will cost even more money). I learned about this phenomenon with respect to Earned Income Tax Credits being claimed and paid out. We print so much money for so many reasons, we can't be bothered to look for change lost in the couch cushions.
