I certainly agree that German ideology--especially Hegelian but Kantian in legal thought--has been extremely influential throughout the West, including America. It was behind the Progressive movement that began in the late 19th century and continue to the present. But the blog/substack looks a bit wacky to me.
I take him at his word. A de-militarized and "de-Nazified" Ukraine. In addition he would want no possibility of the inclusion in NATO of any states on the Russian border (such as Georgia, Belarus, or Khazakstan) which would pose what he considers a critical threat to Russia. I expect he would welcome the removal of the missiles (which as many have noted can have both defensive AND offensive usages) in Romania and Poland, which were put there under a NATO initiative and which likely have fed his fears about additional deployments, specifically in the Ukraine. Splitting up NATO would I am sure be icing on the cake for him but i don't believe that is a "requirement" - he cannot do that himself, NATO would have to do that for him - and they might well.

My gut feel, is Putin has arranged a "Fools Bet", and there is very little way for him to lose. There seems to be a lot of theater involved right now. Lots of noise.
I wonder if Putin is trying to put Biden over the edge mentally? People with dementia don't do well with high stress. Biden's comment on inflation, and blaming people being unhappy / not seeing the positives, due to mental health issues caused by Covid shows to me he is getting worse. The reduction in his news conferences is sending another signal about he is getting worse.

The US currently has troops stationed in most NATO countries bordering on Russia, conducts offensive military games in those countries, has missiles stationed in Poland and Romania that can easily be converted to offensive purposes.
"Access to the Baltic and a secure Black Sea Portal"-- Russia has had both for several hundreds of years. Whereas the US naval presence in the Black Sea is quite recent--only since about 2008.
If those are Putin's aims they sound relatively reasonable compared to NATO aims. Eminently negotiable. But the US/NATO refuse.
