Zelensky’s touted “Victory Plan” is, at its core, an assault on the American constitutional order. Unsurprisingly, Neocons are totally on board. It turns out, also unsurprisingly, that defending “our democracy” means “their preferred order”—nothing to do with America’s constitutional order. Here you see it in a nutshell. “Trump proofing” is at the heart of it all, and that means gutting the constitutional role and status of the POTUS—not just Trump:

The Times publishes details of Zelensky's "victory plan"
 Zelensky demands an analogue of NATO's Article 5 for Ukraine in his "victory plan".
Security guarantees for Ukraine from Western countries, “similar to a mutual defense pact upon joining NATO”;
International financial assistance for economic recovery;
Provision of modern weapons from the West;
Continuation of the Ukrainian Armed Forces operation in the Kursk region;
Zelensky will demand security guarantees from Biden that will not be subject to Trump's influence in the future if he wins the election. This is done to prevent Ukraine from being forced into an unfavorable peace agreement.

Simplicius today quotes from a Neocon trial balloon in the WaPo in which Neocon Deep Staters like Fiona Hill and Samuel Charap advocate for an institutionalization of “The Interagency” made famous by the Ukrainian Alexander Vindman. Significantly, the plan advanced by the Neocons would not only gut the Presidency of its one most essential role (CinC), it would also gut the United States of its sovereignty, subjecting control of foreign policy to “‘a kind of permanent secretariat’ with allies to maintain a consistent Russia policy.”
But if you think that Permanent Secretariat—unelected and unanswerable to We The People—would confine its purview to Russia, guess again. And, once again, Trump Proofing enters into the picture. A hint of that is contained toward the end of the Neocon trial balloon in the WaPo:
Trump, meanwhile, has stirred uncertainty. He has boasted that his rapport with Putin, Xi and Kim would allow him to swiftly sort the world out on American terms. But the deepening ties between Moscow, Beijing and other adversaries complicate the picture.
“To get a coherent Russia strategy, one needs also to figure out how to build a China strategy,” said Rinkevics, the Latvian president. “Those are going to be very interlinked in coming years.”
I could make a snarky comment about those who would subordinate US foreign policy to the likes of SS worshipping Latvians—only Neocons could see no irony in that. But the reality is, as usual different. The Latvians and others from whom American policy would take its lead would all be chosen by The Interagency, led by Neocons of the Anglo-Zionist persuasion, for whom America is only a vehicle for advancing their ambitions.
Here’s Simplicius’ take in its most relevant part:
Washington and the West struggle for a way forward with Putin’s Russia
In the United States and Europe, there is growing uncertainty about how to counter Putin’s aggression without stoking a direct conflict with Russia.
…
The latest WaPo piece describes a state of disarray in the West political class [i.e., the Anglo-Zionist/Globalist class] when it comes to a way forward against a clearly defiant and unbending Russia. You see, all the provocations, games, and peace ‘tricks’ were meant to bow Russia to the West’s leverage, but the Empire is finding that, after decades of dealing with shallow vassals, confronting one of the last remaining truly sovereign nations in the world is a glaringly different endeavour.
Most vexing is Putin’s national consensus, another cryptic koan to the West so habituated to their leaders’ gutter status as pariahs amongst a populace ruled only by ‘virtue’ of stolen elections, mass propaganda, and an iron fist.
Even as Putin faces Western efforts to isolate him, he seems increasingly invincible at home. Putin’s most formidable challenger, Alexei Navalny, died in prison in February. Any sign of political dissent is quickly crushed. What is left of the Russian opposition is now largely in exile. And even embarrassing military setbacks, such as Ukraine’s recent incursion into Russia’s Kursk region, have not weakened Putin’s grip on power.
Flummoxed, the West [i.e., the Anglo-Zionist/Globalist bloc] finds itself between pillar and post:
“There are no good choices here — it’s just degrees of bad going forward,” said Samuel Charap, a senior political scientist at Rand, adding that “accepting Russian conditions that are unacceptable” would be a mistake. Instead, he urged “a combination of deterrence and potential negotiations.”
The article finishes on the grand vision of combating Putin, which is in effect, creating a supranational new totalitarian deep state order to rule over the West permanently, in order to Trump-proof and, in general, future-proof the West’s anti-Russian hostility, so no truly democratic force can emend it later on:
Because Russia is a long-term threat, Hill said, the structures to address that threat must also be long-term or Putin will always claim the advantage. She urged a more consistent response, spanning administrations — creating “a kind of permanent secretariat” with allies to maintain a consistent Russia policy.
Trump, meanwhile, has stirred uncertainty. He has boasted that his rapport with Putin, Xi and Kim would allow him to swiftly sort the world out on American terms. But the deepening ties between Moscow, Beijing and other adversaries complicate the picture.
A “permanent secretariat” to maintain a “consistent” policy in perpetuity. I’ll translate the Newspeak: create a permanent central authority which no “sovereign” nation can question to make sure populist leaders can never revolt against the globalist totalitarian dictatorship and its quest to enslave the planet under one hegemonic rule.
They never give up. For non-American readers, this may explain why Trump—for all his shortcomings—remains the repository of hope for at least slowing them down a bit.
Mercouris suspects Boris Johnson’s hand in drafting this plan. No way Z came up with this on his own. It reeks of the likes of Vindman and other permanent A/Z/Globalists. It is absolutely sickening the lengths these hoodlums will go to keep power and punish Russia.
Guess Trump has a higher chance of winning than the official narrative, if all these measures are being taken to cripple his options if elected President the third time.
