I'm inclined more toward Scott Ritter's assessment of 'Maneuvre War' than a Plan A and Plan B theory and Plan B does tie in with Ritter's assessment. I'm no expert but I'm pretty sure Russia never expected Zelensky to roll over based on how much involvement the U.S govt has had in Ukraine all these years.
