Normally, wars start this way, i.e. the US would have done this on February 24th. Russia tried the "let's try not to kill Ukrainian soldiers" thing in Feb/March and has done the "let's avoid collateral damage at the expense of military success" thing for half a year now.

There were 15 thermal power plants in Ukraine as of 2022. None of them were built during "independence". That is, since 1991, the number of TPPs built in Ukraine is zero. All operating TPPs were built by the Soviets between the 50s & the 80s.
